In a monumental breakthrough for the global energy transition, Abu Dhabi has been officially recognized as one of the most strategically advantaged territories in the worldwide Hydrogen race. This powerful conclusion comes directly from the highly anticipated June 2026 report released today by the ADCCI (Abu Dhabi Chamber of Commerce and Industry). Produced by the Chamber’s Business Intelligence Department, the comprehensive report, titled Abu Dhabi’s Positioning in the Hydrogen Economy, arrives at a critical moment of global recalibration.

While policy uncertainty is drastically slowing progress across several international markets, Abu Dhabi stands in marked contrast. The emirate is aggressively advancing from mere policy commitments to fully operational projects, supported by robust market fundamentals and highly targeted capital investments.
Unmatched Structural Advantages
The UAE benefits from extraordinary structural advantages that position the nation far ahead of competing producers. According to the ADCCI’s comprehensive findings, the region is uniquely positioned for long-term commercial success in this sector. Highlighting these core strengths, the official report states:
“The UAE benefits from a unique combination of structural advantages, including abundant solar resources, efficient electricity infrastructure, strong industrial capabilities, and low cost of capital.”
Because of this deeply integrated ecosystem, the UAE is projected to achieve one of the lowest Levelised Costs of Hydrogen and ammonia by 2030. This financial edge reinforces the nation’s vital role as a primary exporter to early demand centers, including the European Union, Japan, and South Korea. Spearheading this national ambition, Abu Dhabi has firmly set a 2031 production target of 1.4 million tonnes per year of low-carbon Hydrogen.
Pivoting to High-Value Derivatives
A massive strategic shift is currently underway in global energy markets. The ADCCI report highlights an international pivot away from merely exporting pure Hydrogen, moving rapidly toward higher-value derivatives such as green ammonia, methanol, Sustainable Aviation Fuel (SAF), and synthetic fuels.
Abu Dhabi is actively dominating this emerging value chain through several strategic initiatives:
- Developing advanced methanol and SAF projects utilizing green Hydrogen and captured CO₂.
- Exploring e-methane production and expanding bunkering infrastructure.
- Aggressively scaling into green ammonia and synthetic fuels.
By 2029, these forward-thinking initiatives could unlock billions of dirhams in unrealized export potential, alongside significant domestic job creation and immense emissions reductions.

Securing the Market with Customer-Aligned Projects
Despite strong momentum worldwide, the ADCCI report notes a sobering reality: only about 12% of low-carbon Hydrogen projects globally have successfully secured confirmed customers. However, Abu Dhabi is effectively bypassing this bottleneck by demonstrating a highly viable delivery model through what it terms “customer-aligned projects.”
For instance, the EMSTEEL–Masdar green steel pilot, celebrated as the MENA region’s first Hydrogen-based steel project, is already fully operational. Furthermore, binding offtake agreements have been successfully signed with major developers Aldar and Modon to supply green steel directly to sustainable construction projects. The report underscores that securing these long-term offtake agreements, particularly in sectors capable of absorbing the green premium, is essential to accelerate investment and rapidly scale the Hydrogen economy.
A Lucrative Export Hub for Technology
Beyond local energy production, Abu Dhabi is unlocking a massive near-term commercial opportunity by exporting Hydrogen-related technologies and heavy equipment to international projects. With specialized industrial zones like KEZAD and the world-class logistics infrastructure at Khalifa Port, the emirate is rapidly becoming an unrivaled manufacturing and re-export hub.
The ADCCI estimates incredible export potential by 2029, spanning green Hydrogen production equipment (approximately AED 2.3 billion), specialized port infrastructure components (AED 1.2 billion), and advanced blending projects (AED 1.3 billion). Promising target destinations for these exports include China, Germany, the United Kingdom, the United States, and Australia. Demonstrating its regional leadership, ADNOC, Strata Manufacturing, and John Cockerill Hydrogen signed a historic agreement in 2023 to produce electrolysers right here in the UAE, a first for the Middle East.
Through this vital June 2026 publication, the ADCCI continues to deliver the precise, data-driven intelligence required to bolster private sector growth and aggressively advance Abu Dhabi‘s long-term economic diversification objectives.
