In a monumental breakthrough for the global financial ecosystem, Coinbase has officially received a Financial Services Permission (FSP) from the Financial Services Regulatory Authority (FSRA). This critical regulatory approval paves the way for the company to establish its international tokenisation hub in ADGM, the premier international financial centre of Abu Dhabi.

For the digital asset giant, this represents the most significant step it has taken yet toward building the foundational infrastructure for a truly open, transparent, and accessible global financial system.

Bridging the Capital Divide

With the FSP firmly in hand, Coinbase is now fully authorized by the FSRA of ADGM to arrange deals in investments and provide custody solutions. This regulatory clearance is essential to facilitate the highly anticipated launch of its tokenised securities.

However, the implications of this development stretch far beyond corporate expansion. According to Coinbase, this announcement marks the initial phase of its ambitious effort to address a glaring global challenge: the fact that approximately four billion people worldwide remain excluded from traditional capital markets. This massive exclusion is often not due to a lack of means, but rather because the legacy financial system was fundamentally never designed for them.

Historically, premium investable opportunities have remained strictly out of reach for everyday individuals, plagued by prohibitively high costs of participation. The newly acquired FSP from ADGM is viewed as the vital first step toward dismantling these archaic barriers and leveling the playing field.

The Mechanics of Tokenised Securities

The forward-thinking regulatory architecture provided by ADGM ensures that the tokenised securities registered and issued within the jurisdiction are fully backed by their underlying traditional shares. Operating under the strict, watchful supervision of the FSRA, these digital assets offer verified token holders absolute confidence, granting them full shareholder rights that include dividends and voting privileges.

Crucially, this modernized system removes the friction inherent in legacy finance. To participate, an investor does not need a traditional brokerage account or a complex correspondent banking relationship; all they require is a secure digital wallet. While the platform democratizes access, it certainly does not compromise on compliance. Every single transfer is subjected to rigorous, ongoing sanctions screening. Furthermore, Coinbase retains the technological ability to freeze or seize assets at the wallet level when legally required, proving that Decentralized Finance (DeFi) principles and strict regulatory integrity do not have to be in conflict.

Endorsements from Industry Leaders

The strategic decision to base this operation in Abu Dhabi was heavily influenced by the region’s highly progressive stance on digital assets.

Brett Tejpaul, Co-CEO of Coinbase Institutional, praised the jurisdiction’s incredible foresight:

“ADGM issued one of the world’s first regulatory frameworks for virtual assets in 2018. That reflected a genuine institutional commitment to innovation-forward regulation, executed with the rigor that global financial markets require. Similarly, Arvind Ramamurthy, Chief Market Development Officer at ADGM, highlighted the immense mutual benefits of the new partnership:

Through its targeted investments across both Abu Dhabi and Dubai, Coinbase is currently cementing two of its most ambitious global ventures outside the United States. Alongside the ADGM-based hub for tokenised securities and onchain capital markets, the company is simultaneously developing a global hub for derivatives.
