Dubai correctional institutions human rights ACA award 2026
Dubai became the first jurisdiction in the Middle East and only the third worldwide to receive the American Correctional Association’s Global Eagle Award.

Dubai’s Correctional and Penal Institutions have received international accreditation from the American Correctional Association and the organisation’s highest distinction, the Global Eagle Award, after achieving 100 per cent compliance with all international human rights standards applicable to correctional and rehabilitation establishments. Dubai is the first jurisdiction in the Middle East to receive this recognition and only the third in the world, a milestone that reflects years of deliberate, systematic investment in the standards, infrastructure and culture of the UAE’s correctional system. The American Correctional Association, established in 1870, is the oldest and largest global organisation specialising in correctional institutions, and its accreditation process is recognised internationally as one of the most rigorous independent assessments available for correctional systems.

The recognition did not arrive suddenly. The Central Correctional and Penal Institution first earned ACA accreditation in 2020 and renewed it in 2023. The Women’s Correctional and Penal Institution followed in 2023, becoming the first women’s correctional facility anywhere in the world to achieve full ACA accreditation with 100 per cent compliance. Most recently, the Misdemeanours and Minor Offences Institution also achieved a perfect compliance score, the result that pushed Dubai’s correctional system over the threshold for the Global Eagle Award. What the ACA’s assessment confirmed is that across every category of correctional institution in Dubai, from the central prison to the women’s facility to the misdemeanours institution, the standards of human dignity, rehabilitation programming, physical conditions and rights protection meet or exceed what international benchmarks require.

What the Global Eagle Award Actually Measures

The ACA accreditation process is comprehensive and covers hundreds of standards across multiple dimensions of correctional facility management. Physical conditions, including cell sizes, lighting, ventilation, sanitation and access to outdoor space, are assessed against internationally recognised minimum standards. Programme access, covering education, vocational training, substance abuse treatment, mental health services and rehabilitation planning, is evaluated for both availability and quality. Legal rights protections, including access to legal representation, grievance procedures and protection from ill-treatment, are examined in detail. Staff training, qualifications and conduct are assessed. And the overall governance of the institution, including the management systems, the accountability frameworks and the oversight mechanisms, is scrutinised for alignment with international best practice.

Achieving 100 per cent compliance across all of these dimensions simultaneously, across three distinct institutional categories, is an outcome that most correctional systems in developed countries have not achieved. The fact that Dubai has done so, and has done so in a way that has been verified by an independent international body with 156 years of institutional expertise, is a statement about the quality and commitment of everyone involved in the UAE’s correctional system, from the leadership of Dubai Police through to the frontline staff who deliver the day-to-day programmes that make compliance real.

What This Means for the UAE’s International Reputation

The ACA Global Eagle Award carries significance beyond the correctional sector because it contributes to a broader narrative about the UAE’s commitment to internationally recognised standards across multiple dimensions of governance. A country that achieves 100 per cent human rights compliance in its correctional institutions, verified by an independent body established 156 years ago, is a country that takes the detail of governance seriously rather than just the optics of it. For international businesses, international workers and international investors considering the UAE as a long-term base, the depth of institutional commitment that this award reflects is one of the less visible but genuinely important factors in the UAE’s attractiveness as a place to build a life and a business.
