The report, now in its sixth edition and titled Labour Market Features and the Digital Economy in the UAE, draws on LinkedIn’s workforce data across the country’s professional population to provide the most comprehensive available picture of how the UAE labour market has performed through one of its most complex years in recent memory. The headline findings are striking: the UAE ranks first globally in FinTech skills penetration, second globally in attracting artificial intelligence talent relative to its population size, tenth in business skills and eleventh in personal and behavioural skills. These are not rankings the UAE occupies by accident. They reflect a decade of deliberate policy investment in building a talent ecosystem that matches the economic ambition the country has set for itself.
The June 2026 data within the report tells the recovery story most directly. After a volatile start to the year, driven by the regional conflict that began in February and the departure of tens of thousands of residents from the UAE in March, LinkedIn’s hiring and talent flow data for June 2026 points to a clear return to positive momentum. Both hiring activity and inbound talent flows were improving by June, and the forward trajectory as of the report’s publication suggests that the UAE is on track to rebuild the labour market gains of 2025 through the remainder of the year. That recovery is happening faster than many external analysts expected, and the LinkedIn data provides the most granular available evidence that it is real rather than anecdotal.

The Sector Data That Tells You Where Growth Is Concentrated
The sectoral detail within the LinkedIn report is where the most commercially useful insights lie. Real estate recorded the highest hiring growth rate of any sector compared to 2019 levels, confirming what the transaction data has been showing for years: the UAE property sector is genuinely absorbing talent at an extraordinary pace relative to its pre-pandemic baseline. Education, construction, healthcare, administrative and support services, and transport and logistics all sustained hiring above the national average, a combination of sectors that maps directly onto the physical and social infrastructure that a rapidly growing population requires. Professional services remained the largest sector by number of LinkedIn members at 14.5 per cent, followed by manufacturing at 12 per cent and accommodation and hospitality at 9.2 per cent.
The skills data is particularly revealing about where the UAE labour market is heading. The country’s first-place ranking in FinTech skills reflects both the maturation of its financial technology sector and the talent development investment that the DIFC Innovation Hub, the ADGM regulatory sandbox and a growing number of UAE-based fintech companies have made in building local capability. The second-place ranking in AI talent attraction relative to population is a direct consequence of the UAE’s AI infrastructure investment, its AI-first government programmes and the establishment of MBZUAI as a world-class AI research institution. Female representation in leadership positions has also improved, rising from 18.8 per cent in 2015 to 21.9 per cent in 2025, with education recording the highest share of women in leadership roles, followed by healthcare and entertainment.

For businesses actively hiring in the UAE in the second half of 2026, the LinkedIn report provides context that should shape both their talent acquisition strategy and their compensation expectations.
