Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, has officially approved a groundbreaking initiative to overhaul the nation’s data infrastructure. This exceptional leap forward for the UAE comes in the form of the National Programme for Developing the Statistics System, which is poised to fundamentally redefine how the country measures and projects its immense economic growth.

A Strategic Leap for the National Economy

The newly approved framework represents a critical milestone in modernising the statistical methodologies utilized across the nation. Designed to deliver a more accurate, transparent, and comprehensive picture of the true size and diversity of the country’s economic landscape, this programme guarantees that both federal and local data accurately reflect reality.

As stated in the official announcement carried by the Emirates News Agency (WAM):

“This strategic initiative embodies the UAE’s commitment to enhancing the quality of official economic statistics, keeping pace with rapid transformations of the economy, and consolidating the UAE’s standing among the world’s leading economies.”

A foundational element of this comprehensive overhaul involves establishing 2024 as the unified base year for all national accounts. Furthermore, the initiative mandates the complete reconstruction of the time series for the Gross Domestic Product (GDP) spanning the period from 2010 to 2026. This precise recalibration ensures high reliability and strengthens international comparability, directly supporting robust economic decision-making, agile public policy development, and highly effective future planning. For international investors looking at the Middle East, this means a much clearer, data-driven window into the immense commercial opportunities emerging within the region.

Capturing the Digital and Non-Oil Transformation

In recent years, the national economy has experienced radical structural transformations. The traditional reliance on hydrocarbons has rapidly given way to an explosive, sustained growth in non-oil economic activities. The expansion of the services sector, the digital economy, cutting-edge technology, and vast investment portfolios necessitated a deeply modernized approach to data collection.

The National Programme directly addresses these rapid shifts by utilizing modern administrative data sources, including the incredibly valuable data generated through the implementation of corporate tax and value-added tax (VAT). By tapping into these deep data reservoirs, the UAE ensures far more comprehensive coverage of all economic activities, dramatically increasing measurement accuracy. This highly detailed perspective allows government planners and private sector leaders alike to pinpoint exactly where growth is occurring, whether in advanced manufacturing, renewable energy, or artificial intelligence.

Collaborative Unification and Global Standards

Operating under an integrated national framework, the programme strictly aligns with the UN System of National Accounts and the highest international statistical standards. It establishes a firm institutional commitment to regularly updating the base year, effectively ensuring that the national statistics system remains perpetually relevant and sustainable.

To achieve this, the massive undertaking is being executed through a deeply collaborative national partnership led by the Federal Competitiveness and Statistics Centre. This vital national entity is working in seamless coordination with local statistics centers across all emirates, including Dubai, to unify data sources. The strategic decentralization of data collection, combined with a centralized analytical framework, ensures that no sector of the economy is overlooked.

Highlighting the immense scale of this collaboration, the official government mandate confirms the involvement of multiple heavyweights:

“The partnership includes multiple key national entities, most notably the Central Bank of the UAE, the Ministry of Finance, the Federal Tax Authority, the Ministry of Human Resources and Emiratisation, the Emirates Investment Authority, Etihad Water and Electricity Company, and others.”

Bolstering Global Investor Confidence

Ultimately, the National Programme for Developing the Statistics System serves as the strategic umbrella for modernizing the entire data ecosystem. Through an integrated package of legislative, institutional, and technical initiatives—including a national platform for statistical data and the UAE Principles for Official Statistics document—the government is sending a clear, unambiguous message to global markets.

By providing highly reliable, transparent, and internationally comparable data, Sheikh Mohammed bin Rashid is ensuring that the UAE not only accurately tracks its past and present achievements but actively boosts the confidence of foreign investors and global financial institutions. Through this exceptional commitment to precision and truth in data, the nation continues its unstoppable emergence as a remarkably diverse, world-class economic powerhouse.
